If a minor gets caught working at a bar, who gets charged?

The minor or the owner of the bar. The minor is 17 and his mom is a bartender there. And one of the other bartenders sometimes serves him alchohol. Who gets charged? His mom, the bar? And in the alchohol senario, the bartender, the bar, or the minor?
