Is it bad that I can't grow facial hair and Im 18?

My parents always say that I will when Im in my 20s but that just annoys me. Especally since my brother is 19 and grow a normal amount of facial hair. And I am white and my father can grow facial hair, and about everybody else in my family can. So genetically I should be able to grow facial hair. I can't even grow any hairs on my chin anymore I used to be able to grow like 3 but now I can't grow any. And I don't know if testosterone is a factor but my mom won't let me get it checked because she says its "pointless". She also insits that my testosterone should be fine. Which just seems very naive to me.
