How does every company you work for end up with that one supervisor that doesnt do a damn thing?

That supervisor that doesn't do any work the entire 8 hours they are there, don't know anything about the job, and when you ask them for help they either find somebody else to help you or with blow you off while they go back to doing nothing?!?! They lady is also so bad that her team is always at the bottom in rankings surprise suprise, because they have no leadership and she simply puts it off on the employee as not doing they job and recommends to her boss to have them fired...SMH this lady is Satin himself!
